"I am Working for the Good Guys:" Street Level Enforcement of the CWA (Clean Water Act) in East Tennessee

This research is an ethnographic case study of local, street-level bureaucrats in the  CWA in Tennessee, it draws connections among the experiences of street-level regulators, the politics of environmental policy, the problematic bureaucratic structure of public agencies, and the failures of environmental policies.

Using a mixed method approach, this research attempts to illustrate how labor unions in right to work states navigate the complex intersection of race and skill in union organizing and recruitment campaigns.
